The Serbia-China “Mihajlopin” Industrial Park is the first national-level industrial park project jointly invested and developed by China and Serbia. In November 2015, witnessed by then Premier Li Keqiang and Serbian Prime Minister Vucic, China Road and Bridge Corporation and the Serbian government signed a memorandum of understanding on the Serbia-China Industrial Park. The Serbia-China Industrial Park is located in the northwest of Belgrade, Serbia, on the north bank of the Danube River, covering an area of 320 hectares with a total investment of 216 million euros and will be developed in three phases. As a key project of China-Serbia capacity cooperation and also listed as a national key project by Serbia, the industrial park will strive to build a new generation of high-tech industrial base and a new urban area integrating industry and city in Serbia. The project is divided into ICT technology park, photovoltaic manufacturing base, transportation equipment intelligent manufacturing base, biopharmaceutical manufacturing base, international maker space, commercial service industry supporting facilities, etc. through primary development (road, water supply and drainage, power supply, gas supply, heating, communication and site leveling “seven connections and one leveling”) and secondary development (factory storage, supporting offices, management buildings, apartments and supporting businesses, etc.). Based on local resources and market research in Serbia, communications and IT, intelligent manufacturing, new energy, biomedicine and modern logistics industries are taken as core industries.
The project will introduce various types of enterprises mainly with Chinese capital which will carry out processing and manufacturing, scientific and technological research and development, and commercial development, help Chinese companies further expand to EU and Central and Eastern European markets, break trade barriers, and also help Serbia promote industrial transformation and upgrading, create employment opportunities, and cultivate high-quality talents.
After the completion of the project, the total industrial output value can reach 5 billion euros, driving 20,000 jobs, and building a “talent city” with diversified industrial districts.

塞尔维亚中国”米哈伊洛普平“工业园是第一个中国和塞尔维亚共同投资开发的国家级工业园项目。2015年11月,在时任国务院总理李克强、塞尔维亚总理武契奇的见证下,中国路桥与塞尔维亚政府签署塞尔维亚中国工业园谅解备忘录。塞尔维亚中国工业园位于塞尔维亚贝尔格莱德市西北部,多瑙河北岸,占地320公顷,总投资2.16亿欧元分三期建设开发。作为中塞产能合作重点项目,同时也被塞尔维亚列为国家重点项目,工业园将致力打造成为塞尔维亚新一代高新技术产业基地以及产城融合的新城区。项目通过一级开发(道路、给排水、供电、供气、供热、通讯与场平的“七通一平”)和二级开发(厂房仓储、配套办公、管理大楼、公寓及配套商业等),整体分为ICT科技园、光伏制造基地、交通装备智造基地、生物医药制造基地、国际创客空间、商业服务生活区等。并依据塞尔维亚当地的资源和市场调研,将通信和IT、智能制造、新能源、生物医药和现代物流产业作为核心产业。全面引入以中资为主的各类企业进行加工制造、科技研发、商业开发,助力中国企业进一步扩大欧盟及中东欧市场、打破贸易壁垒,也帮助塞尔维亚推动产业转型升级,创造就业机会,培养高素质人才,项目全部建成后工业总产值可达到50亿欧元,带动就业2万人,最终打造成“产才城”多元符合产业城区。工业园项目具备地理位置优越交通便捷、商务往来便利投资保障健全、多国自贸协定、人力和生产成本极具性价比、多方面投资优惠政策、一站式审批和服务等投资优势。
